Matthew Feltner leads the Legal and Contracts team at Advanced Space, driving contract strategy and execution across a diverse portfolio of NASA, Department of Defense, and commercial missions. Since joining the company, he has built the Legal and Contracts department from the ground up, implementing scalable systems and governance frameworks that strengthen compliance, reduce risk, and enable strategic growth.

Matthew’s work spans three core areas: contract management, compliance and governance, and enterprise risk management. He leads policy design, lifecycle oversight, and deal execution across global jurisdictions while advising executives and project teams on FAR, DFARS, and agency supplements. He also leads the company’s compliance and governance efforts, including regulatory guidance, corporate ethics, and export control strategy. In addition, he manages the company’s enterprise risk management that includes insurance programs, intellectual property protection, audit mitigation, and investigation reporting, ensuring Advanced Space operates with integrity, accountability, and resilience across all missions.

With over 20 years of experience in finance and risk management, Matthew brings a systems-level approach to legal and contractual strategy, integrating technical execution with sound governance to support Advanced Space’s continued growth and mission success. He holds an MBA from Texas A&M University-Commerce and a degree in finance from the University of Texas at Dallas.
